Nepal: Federalism Only in Name?

This month two issues among many dominated the political discourse in Nepal.  The first one was the abrupt postponement of Inter State Council Meeting of the Chief Ministers that was being eagerly awaited by the Provincial Leaders.  Second was an equally abrupt withdrawal of Nepal from the first ever military exercise of BIMSTEC countries initiated by India  way back in June.

Once the target date was missed, the media is full of criticism of all political leaders for their failure to produce a draft of the constitution within the self-imposed target date of 22nd January 2015.

On 27 May 2014, the Interim Constituent Assembly formally started deliberations on the modalities of state structuring and the distribution of State power- two of the most contentious issues to be defined under the new constitution.
