On 24th of this month, the Dahal faction of the Nepal Communist Party formally expelled Oli from the Party as part of disciplinary action against him. This was done by the Central Committee meeting of those still loyal to Dahal and Madhav Nepal Faction.

It is known that a serious rift had taken place within the top leadership of the Nepal Communist Part- essentially between a faction led by Co- Chairman Dahal and that of the Prime Minister K.P.Oli. It is also known that it was temporarily patched up by the intervention of the Chines Ambassador in Kathmandu.

On 26th September, in an usual note of contrition in a programme organized by the Human Rights Commission P.K. Dahal Co-Chairman of the Ruling Neal Communist Party declared to the people that he “takes responsibility for all the positive and negative implications of the insurgency.” Will that mean that he takes full responsibility for the inordinate delay in the transitional justice also?

On 16th May 2018, K.P.Oli head of the UML and P.K.Dahal head of the Maoists entered into an agreement to merge the two parties into one- to be called the Nepal Communist Party.
Of the five points in the agreement, the fourth point was that the chairs of the two groups will lead the Government on the basis of equality for an equal period.

Kathmandu witnessed another major explosion again by the Chand Group on 12th March and the Oli Government which was dilly dallying in taking any decisive action was forced to act. The same day, Prime Minister Oli in one of his meetings declared that the Government considers the Nepal Communist Party led by Netra Bikram Chand as a criminal group and that all its activities will be banned.
