The fourth Anniversary celebration of the National Cease Fire Agreement was observed at Nay Pyi Taw on the 29th of October 2019. It was not a surprise that the celebrations were in a low key though the function was attended both by Suu Kyi and the Army Chief.

On 30th September, the Myanmar Army (Tatmadaw) formally sought a meeting of the National Defence & Security Council Meeting. It had not met at all since the NLD Government took over.

On 26th September, in an usual note of contrition in a programme organized by the Human Rights Commission P.K. Dahal Co-Chairman of the Ruling Neal Communist Party declared to the people that he “takes responsibility for all the positive and negative implications of the insurgency.” Will that mean that he takes full responsibility for the inordinate delay in the transitional justice also?

Despite declaration of “unilateral” cease fire by both sides, there has been intensive fighting between the three groups of the Northern Alliance- the TNLA, MNDAA and the AA- the Arakan Army with the Myanmar Army- Tatmadaw.

The 45-member Parliamentary Committee formed to examine and recommend proposals for Constitutional amendments submitted its report on 15th of July.
This Committee represented 14 political parties, some independents and surprisingly included the Army’s representatives too. The Army Representatives did not however give any proposal while its party the USDP made some ten proposals

A month ago, the International Criminal Court (ICC) said that it plans to initiate pretrial proceedings in what could be termed as a ‘legal action’ against the top Myanmar Military leadership including its chief. It is the contention of the United Nations that driving away the Rohingyas now numbering over 1.1 million amounted to “Ethnic Cleansing” with a genocidal intent.
