Mr. B. Raman one of the main contributors to SAAG passed away last evening. His demise is a loss not only to me personally and the South Asia Analysis Group, but also to the intelligence community as well.
When I planned to have a “virtual think tank” way back in 1998 ( practically unknown those days), I approached Raman who was my colleague earlier to contribute papers and he readily agreed to do so. He would not accept any compensation either.

In its online edition, “Outlook” has carried a detailed chronology of the case against Jagdish Tytler, a functionary of the Congress (I), in connection with allegations of his involvement in the murder of some Sikhs during the massacre of about 3000 Sikhs in certain areas of Delhi after the assassination of Indira Gandhi by two of her Sikh bodyguards from the Delhi Police on October 31, 1984.

I have been in receipt of many tweets and E-Mails criticizing me for advocating that the case of Sanjay Dutt, who has been convicted under the Arms Act for having been found in illegal possession of two fire-arms and sentenced to five years of imprisonment, should be treated differently and any petition from him for a lenient view of his guilt should be considered sympathetically.

Rape is not necessarily an act of a deviant mind. More often it is a crime of opportunity. The intent behind the crime can be an amalgam of several thought streams.
Principally it is not about sex. The main motivation could be a drive to seek domination and power with ingredients of intimidation and violence interlaced. Instinct has a big role. It is important to understand this to determine how rapists should be punished.
